Un appello ad “aprire al più presto un centro di accoglienza per Minori Stranieri Non Accompagnati a Ventimiglia, nella struttura già individuata dalla Prefettura di Imperia ovvero in altra struttura, affinché i minori presenti in città possano ricevere adeguata accoglienza e protezione, nel rispetto della normativa vigente, come dichiarato durante i tavoli di coordinamento con le Istituzioni”.
È quanto si legge in una lettera aperta rivolta al Prefetto di Imperia sottoscritta da ASGI, INTERSOS , organizzazione umanitaria italiana che opera nella zona in partnership con UNICEF e Safe Passage.
I lavori per la realizzazione di un centro di accoglienza per minori stranieri non accompagnati (MSNA) a Ventimiglia, previsto dalla normativa italiana per la tutela dei minori, sono stati interrotti a seguito delle contestazioni di alcuni gruppi di cittadini. Blocco ancora più grave nel momento in cui è stata annunciata la completa chiusura del centro di accoglienza informale della chiesa di Sant’Antonio e l’interruzione dello straordinario lavoro di protezione di donne e minori portato avanti in questi mesi da don Rito.
Una decisione che, come si legge nella lettera, suscita “sconcerto”. “La legge italiana – sottolineano le organizzazioni firmatarie – impone alle istituzioni competenti l’obbligo di accogliere i MSNA in strutture destinate esclusivamente ai minori, vietando espressamente il collocamento in centri di prima accoglienza per adulti (art. 19 D. Lgs. 142/15).In tutti i casi in cui nella città di Ventimiglia vengano individuati dei minori non accompagnati, e non vi siano posti nei centri governativi di prima accoglienza per MSNA né nello SPRAR, il Comune di Ventimiglia ha l’obbligo di assicurare l’accoglienza di tali minori oppure di comunicare alla Prefettura di Imperia l’impossibilità di collocarli, nel qual caso il Prefetto è tenuto ad attivare strutture ricettive temporanee esclusivamente dedicate ai MSNA.
Inoltre ASGI, INTERSOS e Safe Passage “si impegnano a supportare i percorsi finalizzati all’effettuazione dei trasferimenti regolari di MSNA verso altri Stati europei nonché a contrastare attraverso vie legali i respingimenti illegittimi di MSNA da parte delle autorità francesi, al fine di tutelare pienamente i diritti dei minori interessati, nel contempo riducendo il numero di MSNA che si trovano a Ventimiglia in situazioni estremamente precarie quali l’insediamento sul fiume Roja, con le note conseguenze in termini di problemi igienico-sanitari”.

Ventimiglia: the reception centre for unaccompanied minors must be open. It’s the law.
Following protests from Ventimilgia citisens which took place on 9th August, the works to build a reception centre for unaccompanied minors have been suspended.
Many of the minors in Ventimiglia live in totally inadequate conditions, sleeping in the street or by the river Roja. Since May 2016, the only place for the reception of UAMs, families and lone women, is the Sant’ Antonio church.
From January 2017 to July 2017 it is estimated that 1386 minors have been welcome by Sant’Antonio church, while it’s more difficult to calculate how many minors have transitated and didn’t find any accommodation
Since July 2016 some minors have been hosted in the Parco Roja Centre. The ones that have applied for asylum have been transferred in other centres.
From 14th August 2017 with the closure of the informal reception of the Sant’Antonio church, the minors who were hosted will be moved to Parco Roja centre, with a consequent worsening of the living conditions.
Italian law states that UAMs need to be accommodated in minors only centres, prohibiting the collocation of UAMs in centres for adults
Collocating minors in the Parco Roja centre is a clear violation of this
Similarly we are concerned about the collocation of families in this centre
ASGI, Intersos and Safe Passage – organisations working in protecting UAMs in Ventimiglia, welcomed the decision of the Prefect and Ventimiglia municipality to open a reception centre for UAMs, so these minors could be hosted there as according to the law
We are shocked and concerned that the protests from a group of citisens led to the authorities to suspend the works for the centre
We highlight that the opening of this new reception centre for minors would facilitate the lawful transfers of part of these minors in other European States through the Dublin Regulation andrelocation measures.
In this way illegal and unsafe undertaking to cross the border would be prevented
ASGI, INTERSOS and Safe Passage:
Are hoping that a reception centre for minors will be open asap in Ventimiglia, so the children could receive an adequate reception and protection
Keep the commitment to work for the legal transfers to take place and to fight through legal means the unlawful pushbacks by French authorities, in order to protect the interest of the children, while trying to reduce the number of the minors that live in overly harsh conditions, like the ones settled by the Roja river, with consequent issues at the hygienic and health level.
